The U.S. Department of Defense wrapped up the workweek Friday with the announcement of nine new contracts, worth more than $791 million in total. One single contract, however, accounted for fully 62% of the funds on offer.
The winners of that contract, a $494 million firm-fixed-price, multiple-award, task-order contract for the supply of hardware, software, and related integration services needed for the U.S. Army's "Information Technology Enterprise Solution-2" (ITES-2S) enterprise business systems project, include:
Dell's (NASDAQ: DELL ) Federal Systems business International Business Machines (NYSE: IBM ) And four privately owned companies -- Unicom Government, CDW Government, Iron Bow Technologies, and World Wide Technology.The specific type of contract being awarded is best described as an "umbrella" contract, setting a maximum amount of funds that can be spent (the $494 million). Dell, IBM, and the other contract winners will now need to bid against each other to sell the Army equipment and software in response to specific task orders, up until said ceiling value has been reached.

Medical Properties Trust, Inc., incorporated on August 27, 2003, is a self-advised real estate investment trust (REIT) focused on investing in and owning net-leased healthcare facilities. The Company conducts substantially all of its business through MPT Operating Partnership, L.P. The Company acquires and develops healthcare facilities and leases the facilities to healthcare operating companies under long-term net leases, which require the tenant to bear the costs associated with the property. At December 31, 2012, the Company had leases with 22 hospital operating companies, eight mortgaged loans, six under development, and one property under re-development covering 82 facilities. Ernest leased 12 of these facilities pursuant to a master lease agreement. The master lease agreement has a 20-year term with three five-year extension options and provides for ! an initial rental rate of 9%, with consumer price-indexed increases, limited to a 2% floor and 5% ceiling annually thereafter. At December 31, 2012, these facilities had an average remaining lease term of approximately 19 years. In addition to the master lease, the Company holds a mortgage loan on four facilities owned by affiliates of Ernest.
Affiliates of Prime Healthcare Services, Inc. (Prime) leased 11 facilities pursuant to master lease agreements. The master leases are for 10 years commencing July 3, 2012 and contain two renewal options of five years each. The initial lease rate is generally consistent with the blended average rate of the prior lease agreements. However, the annual escalators, which in the prior leases were limited, have been increased to reflect 100% of CPI increases, along with a 2% minimum floor. The master leases include repurchase options substantially similar to those in the prior leases, including provisions establishing minimum repurchase prices equal to the Company's total investment. Failure to mediate
Monday kicked off the renewed Article 77 hearing for Bank of America's (NYSE: BAC ) settlement with investors over mortgage-backed securities. Of course, AIG has been the loudest critic of the settlement, citing a similar case that was resolved with insurer MBIA (NYSE: MBI ) that received $0.60 on the dollar, when the current $8.5 billion price tag from B of A is just a fraction of that. Investors may be concerned that the recent refusal of mediation between the parties by B of A signals that the bank firmly believes a decision will be made in its favor -- thus signaling a loss for the insurer. As the hearing moves on, be sure to watch out for new signs that the deal will be approved. Though it may not end up being big enough to suit AIG, some money to recoup losses is better than none.

2013 is panning out to be a rough year for Campus Crest Communities (CCG) -- shares of the small-cap student housing REIT have slid 12.7% since the calendar flipped over to January. While that sounds bad enough as it is, it's actually 31% underperformance vs. the S&P 500. And a quick glance at the chart makes it pretty clear to see why.
CCG is stuck in a textbook downtrend right now, bouncing between trendline resisatnce to the upside and a parallel support level below. You don't have to be an expert technical analyst to figure out where CCG's high probability price action is from here; it's down. Trendline resistance has acted as a ceiling for shares on the last four tests in 2013 and with shares hitting their head on that resistance level this week, now's the optimal time to sell (or short) this REIT.
If you're looking for an opportunity to buy CCG, you could be in for a long wait. But the 50-day moving average has been a pretty good proxy for resistance since the start of the summer. I'd recommend waiting for that line to get broken before even thinking about doing anything but selling this stock. Until then, it's toxic.
